On August 17, 2026 (pre-Council meeting), Matthew Lue, Finance Director, presented the FY26 Cost of Service Fee Study covering General Fund departments including Public Safety.
False alarms currently have $0 fees and 0% cost recovery.
Highlighted loss for police false alarms: approximately $122,591.04. This matches the calculation from the study data: ~2,256 police false alarms in FY25 × ~$54.34 (wages + overhead) per call.
Fire false alarms were also called out (1,828 in FY25, ~10.8% of fire calls) with much higher per-call costs; a related KOMU report put fire false-alarm response costs over $375,000 annually (wages + overhead). Combined uncharged costs are in the ~$500k range.
